Your New Role – Director, Water Resources Department!
The Director provides overall leadership and identifies the mission and goals of the Department, oversees and is responsible for all programs, operations, and administrative functions. The ideal candidate evaluates results in relation to the mission and makes changes/corrections as appropriate. The Director represents the Department and the State of Oregon in negotiations regarding statewide and interstate water use issues, with federal officials, and other local, state, and industry officials. The Director also represents the Department to the Oregon legislature.

- Eight years of management experience in a public or private organization which included responsibility for each of the following: a) development of program rules and policies, b) development of long- and short-range goals and plans, c) program evaluation,
and d) budget preparation.
Desired Attributes:
- A strong understanding of the most important water issues facing Oregonians today, and a vision for how to address those issues.
- Ability to articulate a vision, set and clearly communicate agency priorities, including through development of a Strategic Plan, and help the agency maintain focus on those priorities to advance its mission and goals, Integrated Water Resources Strategy, and Strategic Plan.
- Ability and experience in inclusive leadership, including the ability to recruit, retain, lead and work with a team of skilled, diverse, and motivated colleagues·
- Experience representing agency positions and advocating effectively for actions that advance the mission of the agency before elected and appointed officials at the state and/or federal levels
- Demonstrated commitment to advancing equity, diversity, inclusion, and justice
- A proven track record of evaluating issues and proposing solutions to advance and implement state policy decisions, legislation, and regulatory actions. Strong knowledge of and experience in the implementation of federal and/or state laws and policy
- Experience working collaboratively with state, tribal, federal, and local leaders, stakeholders, and the public both to build strong working relationships and to advance the Department’s mission.
- Experience leading strategic planning initiatives and program assessments
- Demonstrated success at developing internal and external relationships, building mutual trust, respect, and cooperation.
- Ability to accurately communicate and distill highly technical, explain agency positions, (law, policy, and science) and communicate complex information to elected officials, the media, lawyers, stakeholders, and the public in writing, presentations, or conversations.
- Exercises strategic thinking and effective judgment to prepare for and respond to high interest issues and events.
- Ability to consider different perspectives and opposing viewpoints, weigh the strengths and weaknesses of alternatives, ask appropriate questions, and arrive at a decision in a timely manner.
